In commemoration of the terror attacks of 22 July 2011, Norway has established a national memorial in the new Government Quarter in central Oslo.

In commemoration of the terror attacks of 22 July 2011, Norway has established a national memorial in the new Government Quarter in central Oslo.
In 2025, the artist Matias Faldbakken was commissioned to build his sculpture Upholding.
KORO and Statsbygg supervised the project that was unveiled during the summer of 2026.

With his proposal titled Upholding, the Norwegian artist Matias Faldbakken won the international competition to design the National 22 July Memorial in the Government Quarter in Oslo, Norway.
The sculpture consists of a building structure and a large mosaic image that ties together the two venues for the terror attack: Utøya and the Government Quarter.


Memorials and Society: expectations, negotiations and artistic articulations
As part of the process towards realising the National Memorial for 22 July, KORO has organized open events and seminars, facilitating public discussions and critical discourse around the histories and possibilities for memorials today.

Mosaic workshop at Johan Nygaardsvolds plass in Oslo
As part of the work on the national memorial to the victims of the 22 July attack, the 22 July Centre and KORO (Public Art Norway) invited survivors, the bereaved and young people to add mosaics to the memorial together with artist Matias Faldbakken.
