A National Memorial for 22 July in Oslo’s New Government Quarter

IIn commemoration of the terror attacks of 22 July 2011, Norway is establishing a national memorial in connection with the new Government Quarter in central Oslo.

On 8 April 2025 the jury announced Norwegian artist Matias Faldbakken as the winner of the competition to make the new National Memorial for 22 July, with his proposal Upholding.

KORO and Statsbygg are supervising the project expected to be unveiled during the summer of 2026.

Matias Faldbakken‘s Uppholding

With his proposal titled Upholding, the Norwegian artist Matias Faldbakken has won the international competition to design the National 22 July Memorial in the new Government Quarter in Oslo, Norway. The sculpture consists of a building structure and a large mosaic image that ties together the two venues for the terror attack: Utøya and the Government Quarter.

Memorials and Society: expectations, negotiations and artistic articulations

As part of the process towards realising the National Memorial for 22 July, KORO have facilitated open events and seminars with the aim of supporting public discussions and critical discourse around the histories and possibilities for memorials today.
